Expired Certificate? Easiest route to certification?

My friend has an expired certificate from the state of Kansas. Hasn't taught in several years, but wants to get back in the game and is going to try international teaching.

We're looking for the "easiest" state to at least get a one year initial certificate in (quickly) so that he can hit this recruiting cycle.

Any ideas? Yes, he completed a full teacher education program and was certified in KS until a few years ago. He would need to complete 8 credit hours to get recertified in Kansas and that would take too long if he wants to get recruited now.

Any suggestions or ideas would be appreciated.

Please clarify, do you mean "easiest" or "fastest"?
We need more information: Specifically whats the EPP/ITT background and academic background? How many years of teaching experience do they have?

If he has any credits from recent years, he may be able to use them. Many states allow that.
The easiest way to get credits is often to attend large conferences like ASCD and jump through their hoops. It often equates to a one page paper per credit, plus money and time. But usually only max three credits per event.

KY requires graduate credits (and its 6 credits), those credits must be earned during the preceding 5 year validity period of the credential. This assumes the candidate has completed the first and second renewal period requirements. The first renewal requires 15 graduate credits and the second renewal requires completion of a Masters.

The conference option is wholly infeasible, it is neither fast or easy, and not likely to be something that can be completed until the recruiting cycle is much further along. It also isnt cheap.

He has 13 years of teching experience, and no recent college credits.

He's been out of education about 5 years, and needs to get some kind of certificate right away if possible.

He has a substitute teacher license, which he hopes will be good enough, but there's not time to pick up 8 credits (Kansas requirement) in order to get fully re-certified this recruiting cycle.

The primary barrier to "fast" is the CRB, which can easily add months to the processing of the application. The other issue is going to be meeting assessment requirements, which you didnt comment on. My conclusion would be for you to pursue Hawaii (HI) for a state credential.

ADVANTAGES:
1) HI doesnt require a CRB, you certify fitness on the application, and the state leaves it to the district (of which HI is one big consolidated district) to do the CRB. Thus no finger prints or waiting times.
2) You can meet the basic skills requirements by submitting transcripts of a Bachelors degree and you can meet the content specific proficiency requirements by completion of a major or 30 hours in a major content area. You can upload official transcripts from a transcript and avoid having to wait for your institution to mail them. Thus your first degree will meet both requirements.
3) You will need to provide evidence of completing an EPP/ITT program, though you do not have to currently have a valid credential at the time of application.
4) Given the documentation burden, this is an application you can have completed in a couple days and processing is at most a couple weeks. Once the regulatory authority has reviewed your application, they will email you with the outcome. You then receive a digital certificate.

DISADVANTAGES:
1) Based on the work experience your going to only qualify for a provisional credential. This is valid for three years and is NOT renewable.
2) Its less likely that the TCL would accept this for QTS. HI recently changed the names and the requirements for its credentials.
3) The cost is about $52/yr making HI one of the most expensive credentials.

A substitute credential will not be sufficient. Of course there are ISs that dont care and would hire with a substitute permit, but they would also hire with nothing.
