I-20 form
F-1 student visa application U.S. consulate or

Step 1. Select the schools you would like to attend and start the admission process as early as possible before applying for your student visa.

You don't need a company to do this, and the phrase "temporary citizenship" is bogus. No such beast in the US, though it can be found in certain small rich countries trying to buy star sports players for their national teams.

As the first reply says, first get accepted into a school. The school starts the ball rolling, and you follow through by preparing lots of paperwork and having an interview at the local US Embassy. It's key to prove that you can support yourself financially, and that you intend to return to your home country after you finish studying. Family and career ties at home are important. Having too many ties to the US is a red flag.
