teaching cert no experience in cert area

I have a k-12 school counceling cert that I have never used. Any chance of starting up at anew school with this? I've been teacing Esl overseas for over 10 years but am not certified in Esl...

Always a chance.

A start up school might want someone with more experience to get the program up and running (and some might not be that picky). You could well find a newer and/or lower tier school looking for a counselor if your application hits at the right time. You never know and all it takes it a little time and energy. Look up some schools in places you could see yourself living, put together some applications and send them out.

I concur with @WT123 theres a possibility. Counselors arent assessed the same way as teaching faculty are. The biggest issue for you will be building up an interview presentation where you can talk the talk. Be very, very, very likeable is the best advise. Then its just a matter of structuring your resume to the position.
