PGCE or Masters of Ed for special needs?

Generally do you think schools would consider someone is with a Masters of Education instead of a PGCE for a learning support teacher (teacher, not assistant).

If that candidate has a credential sure. If your asking which is a stronger working qualification the Masters wins, but many ITs are working in third tier ISs with an academic PGCE/PGCEi even in SPED/SEN/LD/LS. Especially in roles that are more reading intervention or language acquisition where students need a little extra help and time as opposed to working with students that have a cognitive/affective/behavioral deficit.
