Can confirm from experience that Muscat is an awesome city and Abu Dhabi, Manama Bahrain, Doha Qatar and Dubai are all very comfortable too.
I would choose Muscat hands down followed by Abu Dhabi but I know some expats would pick Abu Dhabi first.
