What is the difference between clerical and administrative?

Depends whom you ask. Clerical is secretarial sort of stuff. Admin could be anywhere between that and the director.

In short (copy-pasted from what I found using Google):
Clerical staff is entry-level employees in charge of lower responsibility positions, whereas administrative staff is higher-level positions with more responsibility, such as executive secretaries or administrative assistants.

Clerical is usually described as various office related tasks like filing, copying, processing documents, some book keeping and accounting, answering phones, reception types of duties such as a receptionist, secretary or office clerk. Administration within this context is typically a professional position supervising clerks, secretaries, receptionist, more involvement with finances and HR. Job titles like office manager, business manager, operations manager and jobs that end with "officer".
