You dont need QTS to be an IT. The PGCE is the authorizing qualification. If you wanted to return to the UK and teach in a municipal school, you can always get it then. Most of what you learn during QTS is very "specific" to the region, and would only be useful (though not needed) if you were at a British schools, and marginally useful for an IGCSE school.

Forget the UNI fair. Not only will it be an extremely small group of vacancies (there might not even be any), but the recruiter is unlikely to be able to assess (lack of language) if youd be a good match to the foreign language department. You would have to do a Skype interview with someone in the department anyway.

Your looking at 2000€ to be stuck with nothing to do in Iowa. Your better off spending $225 with Search and just waiting for French vacancies to come up, since your so open to going anywhere.
I dont recommend a fair for you at all but if you felt compelled to go Id see which upcoming SA fair has the highest concentration of french positions and go to that one,which is likely to either be the Cambridge or the London fair (but it might be too late to get an invite to the London fair)

I dont know who wrote the message to you, but lack of a US passport is not an issue to getting an IT position, as long as your froma western country and have native level english fluency. Having an EU passport opens up a lot more doors then it closes (assuming you want to work outside the USA).
