Your husband will find it difficult to find a position particularly in Germany or Switzerland. Most schools in these countries are very competitive and get hundreds if not thousands of applicants. From the school's perspective, your husband does not have any full-time teaching experience. Most schools do not recognize teaching assistants as a year of teaching experience. Does your husband what to teach or be a counselor? I would advise your husband to get experience anywhere he can even if it is a smaller or lesser known school.

When a school makes an offer it generally comes with a deadline of anywhere from a day to maybe a week. If you tell the school you want to wait until the fair, I would expect them to move onto another candidate.
Schools want teachers who are excited to join them and not teachers who view them as a back-up option.

As a single elementary, it will be harder to get into a large school in Asia, but certainly not impossible. If you cannot get into the Search Cambridge fair, you should consider ISS Boston or one of the San Francisco fairs. Many Asian schools will be holding back from hiring all their elementary vacancies until later in the season until they hire all their specialist positions. So there is a good chance they will have elementary vacancies during these fairs.
Most schools will be finalizing their openings in the next few weeks, so do worry if you do not see openings at your preferred schools yet.

Typically schools can only get people work visas to work at the school. Getting someone a work visa to work in another organization is illegal in most countries.
My advice to smurf is to go to the Bangkok fair. Both of you need to be happy. If you are confident you are competitive in a specialist position, you should do well. Granted there are no guarantees.
Another thing to keep in mind is that large international schools have many non-teaching positions. Vacancies in those positions are generally not known until the spring or even summer. If you are interviewing with a school and they are interested in your partner, but do not have a position yet, you could take an position with them if they are willing to guarantee your partner then next available position.

At the schools I have worked in, SPED teachers mostly work with students who have mild to moderate learning needs. Depending upon the division, ES, MS, HS, the SPED teachers may directly teach skills or may provide supplemental instruction. In some schools, they will either team teach or work in the regular ed. classroom supporting the SPED students and others as needed.
While there is documentation and testing there is far less paperwork than what you would have in a stateside position.
