The situation in Shanghai jobs wise should be clear on the 17th of January when the local education committee makes a policy statement on the future of the city's education. This is the day before all the schools and government workers go on CNY holiday for a month.

This hopefully will shed some light on the future of Bilingual schools in the city that employe 80℅ of foreign teachers here. If the Shanghai government follows the central governments recommendations that only 5% of a city's education can be in the private sector it will make things interesting to say the least.

I have to agree with the OP, SA job fairs are no longer what they use to be since last century. Looking at the schools they have advertised for in China and cross reference with those schools on this sites database you wouldn't want to work for 95% of them reading the comments.

So many other Agencies have opened up and have taken market share away from SA and large multi school businesses have their own recruitment website to meet their needs.

Today SA is only one of many agencies I would use to find a suitable school and employment.

Just had it confirmed from several different sources that the Rent/Housing Allowance from the 1st of January will be combined to generate the monthly income for taxation purposes. I know one school that has basically stated to the taxman that the tuition fees for teaching staff has already been paid IN FULL UP FRONT so with nothing can be taxed from January. Nothing known about how this will continue for the next academic year starting in September.

If your combined salary/Allowance add up to 52920rmb /month you will move from the 25 to 30% tax band.

Uncertainty still applies as to how the new taxation rates will be calculated, but the method a graduated steps in differing tax percentage the more you earn looks likely.

True not many teachers will surpass the 960k consolidated income mark for the 45% tax band. However it will be very easy for a teachers combined salary and benefits to jump from 25% tax band(under 420k or 35k/month) into the 35% taxation, this is where I calculate I will be after the 1st January.

The 30% tax band starts at 420k and the 35% starts at 660k and for every thing you earn that is the taxation deduction.

A salary of 30k/month and rent allowance at 8k/month already pushes you into 30% tax band, plus two kids at 160k tuition fees puts you over the 35% threshold.

This is the best description yet I have read that explains the new tax regulations. It has some quiet simple examples of how the new regulations may unfold. The idea of grouping all your income into one lump some and calculating all your taxation from there is alarming. It also highlights why schools will be reluctant to take on a teachers additional taxation.

I have it confirmed from teachers at a couple of the franchise international schools in Shanghai that there are plans to "absorb" the taxation on tuition fees for the remainder of the year and this year only.

Maybe the schools will send out "wechat" payments to cover the additional taxation to hide it from the taxation!

Salaries in China going up ny a significant figure as teacher shortage hits. Salaries may become even generous after 1st January.

I did try to explain that the figure I calculated was after the rent has been paid. The renal allowance ends up in your landlords pocket and so I did not include it in my calculations. If fact you may have to dig into the 13k/per month to cover the loss of rental money due to the changes, your land lord is not going to take a cut in rent.

The local tax office in Shanghai does not use the incremental tax bands, they just work out the monthly average and use that to make their deductions. At the end of the year you use the tax app on your mobile to claim back at tax refund.

We only have one payday left now before January! Only then can we be sure what is going to happen.

Should note that the 13k rmb/month in the bank is after the rent payment, still doesn't make it look any better.

At the moment the teacher in the last post gets a good deal. A combination of salary, housing and tuition fees add up to 680k rmb and only 75k rmb tax is payable.

Under the new regulations as written and this is in my opinion the worst possible outcome, the same 680k gross income will result in 200k tax payable.

Since the teacher only is paid 360k CASH in their contract, this result in a yearly take home pay of 155k rmb or approximately 12750rmb/month after the full taxation is deducted. I just ran all the figures into a spread sheet and used the regulations as I understand them over many years.

680k - 56k/month
7500rmb tax free
49k taxable at 35%

17k tax/month - 200k rmb tax/year

360k rmb cash - 200k rmb rax = 160k/year

or about 13k cash into the bank/month!

If you 2 or more kids in a school, you could be liable to pay more tax then you earn as the tuition fees exceed your cash salary. Some schools advertise 350k plus a year tuition fees.

The schools can not bear full tax burden as this would again be a taxable payment. Schools may be able to offer a pay rise but that again will be taxable.

I wish one large multinational company well in China having to recruiting for 25 schools in 10 cities. They have arranged their own job fairs in Shanghai, Beijing and Guangzhou to scrape the bottom of the barrel in recruitment.

Any starting salary for a QTS teacher should be minimum 36k and 12k for housing(but we don't truly know what the tax will be). Any offers less just walk away!

Out side China job offers

Has anybody currently outside of China been offered a job inside China? All the schools I have interviewed for in China are only considering applications from teachers already in the country.

During my visit to the tax office the friendly official basically said the rent, flight and tuition fees will be taxable at 25%.

If will be impossible for schools to absorb the taxation on the higher tuition fees of 300-400k as it is individual teachers responsible for paying their own tax liabilities. If a school absorbed the tax on tuition fees it would simply mean more taxable income for the teachers. I am also sure schools are currently offsetting tax against the free tuition fees they are currently offering staff with dependents in the school. A school will claim a free school place offered to a teachers child is a lose in revenue and claim it back as a legitimate business loss.

No such thing as a free lunch when the taxman is involved.

I have to visit the Shanghai tax office next week to get some documents printed, so I will wonder round to the tax information desk and ask if anybody knows what will happen 1st January.

In Shanghai some schools offer 12 - 15000rmb a month housing allowance, the implications of having that added to your taxable earnings is disastrous. Not only will the teacher pay additional tax on this amount but it will place the teacher into a higher tax bracket, so they could end up pay 30 - 35% tax on ALL their income.

If school tuition fees are included this may push teachers into the 60% super tax band!
