I know this isn't what you want to hear, but I would seriously reconsider your stance on taking English tests. Based on the way you write and your prior experience I have no doubt that you could pass. I'm also not sure you have any other choice, because even if you tried to circumvent exams by applying for full teaching courses (such as iPGCE/PGCEi/Assessment Only/Teach-Now) the ones I've looked at still require English exams for entry.

I was lucky enough not to have any issues with my QTS application and it was approved without question, but from following the Teach-Now Facebook group, it looks like people who were initially rejected for QTS were subsequently emailed by Teach-Now recommending that they reapply. They were advised to upload a letter from the CEO as one of their supporting documents. Not sure if that's still needed or whether people are back to being immediately approved. It looks good for now, but all of this comes with the caveat that it could change at any point in the future.

QTS is separate from the US teaching licence, and you can keep both active at the same time. QTS doesn't expire or require renewal. The Washington DC licence can be renewed either by PD or retaking one of the Praxis exams every 4 years.

I was referring to the perceived quality of education, not the English proficiency. They don't seem to have any universities in the top global 100. I'm also not saying that this matters much in reality (there are obviously plenty of bright South Africans out there), but perceptions matter, especially in the international education market.

Also, that general misunderstanding that you're referring to has real world consequences. I'm confident that there will be schools and parents out there who don't want "African teachers" due to these preconceived notions, but I'm curious as to how common this is. That's why I found it interesting.

Semi-related question - how much are South African teachers/qualifications discriminated against in IE?

It's interesting to see a South African PGCE outrank a US teaching licence, albeit academic pathway vs skills based.

To directly answer your question, I think you're going to have to go with option 2, because option 1 doesn't exist.

OSSE and HTSB issue teaching credentials. One of the credential requirements they have is completion of a state approved teaching program. Once you complete one of these programs (such as TEACH-NOW aka Moreland University) then you would apply directly to OSSE/HTSB using your certificate as proof you graduated from an approved program.

Unfortunately, I don't think your PGCEi or Masters count as approved programs, so I believe you would therefore need to go through Moreland. On the plus side, with your 3 years experience you could potentially skip the Praxis tests and still get a full licence from Hawaii.

I did Moreland's teaching certificate program, but not the masters. I can't justify their masters unless they either get regionally accredited or drastically lower their price. The teaching certificate was 100% worth it for me though.

This is right. University of the People is only nationally accredited for now, but has started the process towards getting regional accreditation.

PGCE is an academic qualification. QTS is a teaching licence. They are separate, but the confusion comes because most PGCEs also include QTS.

Yeah, I agree with this - I meant that the exams might as well be attempted before doing Teach-Now as opposed to waiting until you finish the course.

I respectfully disagree with a lot of this.

1) I would take the Praxis Core & Subject exams ASAP. Teach-Now doesn't prepare you for either of those.

2) PsyGuy is actually very good when it comes to certification/teacher preparation questions. I agree that the support staff are friendly, but it's always good to get an unbiased opinion from outside of Teach-Now.

3) I don't find the Facebook isn't particularly useful. Mostly just people repeatedly asking variations of the same question, or certification questions that can be answered on official websites.
