Paths to add a Special Education endorsement to an existing teaching license

Asking for a friend. He studied to be a teacher in a non English speaking country but managed to get a US teaching license from Illinois a while ago. He is currently studying a Masters degree in Special Education from a university in Europe, and wants to explore the possibility of adding a Special Education endorsement to his teaching license. It seems it is not possible to do it in a straightforward way with Illinois, so the question is whether there is any state he could A) transfer his current license to, and B) add a Special Education endorsement by showing the transcripts from the Masters degree.

Would anyone happen to know if there is any state where adding this endorsement solely through credits (and/or taking a PRAXIS) is possible?

Thanks for the clarification; I'm sure I'm better off believing this forum's know-it-all troll and complete anonymous stranger over the official letter I received from HTSB as well as the one from my IL ROE.

HI confirmed to me in writing, after contacting me, that those surrendering the license when approached would not be reported to NASDTC. When they do contact you, you have 30 calendar days.

Also, IL provides exemption of PD to those not employed in IL public schools. Also confirmed by them in writing.

As to PsyGuy's comments, as they say in my country (loose translation): if you were to say you have a question about antique Chinese screws, he would claim he is an expert on that too.

Here's my two cents: you can transfer to Illinois quite easily and then surrender your HI license.

Also, why surrender it before they even contact you? Chances are they won't contact you unless you are trying to renew it or similar.

Finally: if you surrender it, it will not result in disciplinary action nor will it be reported to NASDTC. This does show that it's better to surrender it if approached by HTSB. But again, first transfer it to s different state. IL works well...

Interesting development...

For those of us who have an HI standard license and have not yet been contacted by HTSB, what would be some pathways worth contemplating in terms of moving our license to another state through reciprocity? I don't mind taking tests and such if that means my non-provisional license is safe in another state.

From what the OP states it would appear that if I wait to renew it, they will then likely tell me I cannot, so it might be better to just move now to another state before being in the same position as the OP.

Thanks.

Would it be accurate to say that, assuming the holder of the license has a M.Ed, something like CSML or PTC, and leadership experience at SLT level, then either of those would effectively have the same effect of ticking the box for schools requiring this as part of visa or work permit requirements?

The thing about "Tier 1" schools, is that there is no unified list that EVERYONE agrees to, simply because some people may value more one thing over another. I certainly have seen TIER 1 schools that do not appear to pay as much as one would have imagined (I'm thinking of a certain school that was in the news a few years ago due to a scandal and that changed from International to something else starting with "Inter" due to local laws not wanting "International"ness).

Eliminating the idea of "Tiers", I have seen some of the best schools in a region pay less than schools that are not "as good" in that same country, simply because they cater to a different kind of student (and teacher). In Latin America, for example, there are some very rich schools that do not have any retention of having high academic standards and serve as more of a social club that will pay more than much better schools that are highly academic in nature and with better work conditions for expat teachers (albeit if being more like bilingual schools with NEASC accreditations). But again, it also depends on what a "good school" is. Personally, I have also found that a good school for students may not be so for teachers, and that there are schools where it's great to be a teacher, even though I would not want my kids to go to said school...

Is one of these two admin licenses somehow preferable than the other?

Short story: I want to tick the box of having an admin license. From my understanding, I can get one in Administrative services through Washington DC (I have a Masters, the required teaching experience and can take the required test).

If I'm correct, I could also get a "provisional" Superintendent license through MA, by taking one exam... This,.like the teaching provisional license, would not really expire unless I work in MA.

I'm not looking for the license to be a selling point for me (I have my M.Ed and CSML and experience for that), but rather just want to tick the box. In this context, would one of these licensed be somehow preferable than the other? Or not really?

Which agency?
Teacher Horizons, for examples, does this all the time. Schools hire them to make the shortlist, thus the school only receives a handful of CVs and interview only a couple of candidates...

Not sure if Indiana has a middle school or highschool license in your subject, but if it does, you may be able to go through their alternate Advanced Degree pathway.

For MYP examiner positions, it has changed a bit. It's not as it used to be with your coordinator first having to recommend you. But experience is required and they expect two referees including your coordinator (so the basic change is people can apply by themselves).

For DP, it's not a requirement to have experience as a DP teacher, as far as I know. Some examiners are simply professionals in whatever field they work on.
